Round 1 is Monday, Round 2 is Tuesday, Round 3 is Wednesday, Round 4 is Thursday and Round 5 is Friday. You can send a new list for each round, or one large list for all 5 rounds. You can also send more specific instructions along with your list, or in place of a list. Please be clear and detailed, if your instructions are confusing and you don't get the player you want, I'm not going to fix it.

The prospects will be automatically re-rated.
Retired players will automatically receive a 10% reduction in stats.
Injured players will automatically keep their rating.
all other players will be eligible for re-rates as usual. Of course you can check out their NHL stats to judge if they will be rated higher or lower than their current rating but the exact rating won't be available until after the free agency period.
And to answer your other question, there will be no buyout period. After consideration I think that teams should have to live with the contracts that they signed and it would also complicate the summer timeline.

Also, can we use FA offers to extend our soon-to-be UFA's? I'd LOVE to extend Visnovsky with a slight hometown discount.

There might be a negotiation period for your own FA's. If there isn't, they will give a discount... 5% no matter what if they are part of your organization. 5% if you offer them a no-trade clause (limited number per team) 5% if they were drafted by your organization .025% for every pro game (Regular and Playoff) that they appeared in with your team, during the most recent stint only. So if you had a prospect that you draft, he plays 1,000 games for your team and you give him a no-trade clause, he will give you a discount of a whopping 40% Once the free agent list comes out, It will show which team they are loyal to and how many games played. That way you know a little bit about what you're up against if the original team also puts in an offer.

Draft Order
1. Tigers 2. Outlaws 3. Scouts 4. Millionaires 5. Jets 6. Colts 7. Metropolitans 8. Titans 9. Bootleggers 10. Nordiques 11. Pistols 12. Wanderers 13. Hornets 14. Huskies 15. Legion 16. Mariners
with that order set, I won't change it, regardless of any trades that are processed between now and then.
Dispersal picks are NOT tradable. There will be a one week trade freeze from Friday night until the end of the draft.
